Hakamia

Hakamia is editing the article Yousef al-Khattab, by reverting to a previous version and is possibly dodging the 3RR rule by using IP 83.83.134.197. Both have made reversions to YaK, and show an interest in promoting him. Example of revisions, IP does [1], and Hakamia does the same revision[2]. The IP will make the same edit after it has appeared the Hakamia has almost violated 3RR, it seems very strange for an IP to come in and suddenly assist another user in not violating 3RR.
