There is a windows EXE of your Xml2sql tool available here: ftp://ftp.tietew.jp/pub/wikipedia/xml2sql-0.5-win32.zip

Does this EXE contain the patch for new versions of mediawiki? ( http://meta.wikimedia.org/wiki/Xml2sql#patch_for_recent_versions_of_mw_.28.3E.3D1.10.29 )
