This is a work in progress, as evidenced by the An estimated ?? km (?? mi) of new track was laid part. I'll get some more info on the project itself, and consider moving some of the Outcomes to Welland's page. Mk I

I am fairly happy with this now. (Kudos to the Welland Library for all their newspaper clippings.) The Outcomes section still feels like it contains some information that shouldn't be here but rather in Welland's article, but I cannot judge that until I work on the latter.
