In applying the update from the 2003 CIA World Factbook, the highways data that was currently on the page was given as from a 1998 estimate but no idea what the data source was for that. I have replaced it with the info from the 2003 factbook. Here is the old data in case some one can provide a source for it:

Highways:
total: 279 km
paved: 253 km
unpaved: 26 km (1998 est.)
