Expiration

In the US (and perhaps elsewhere), toothpaste has an expiration date. My quick research shows that this is because the FDA regulates fluoride additives, claiming that after two years, "the fluoride breaks down". Is there a toothpaste expert (e.g. Colgate scientist) who can add an expiration section? Is there a chemist in the house who can explain how a simple F- ion "breaks down"? Titanium dioxide
