Purpose of the stairwell is unclear

The description of the arrangement of the rooms seems unclear. It says the hexagonal rooms are adjacent, but then each room has an exit to the room above and below so they're not adjacent on a plain. Two wall have exits to a room with a latrine, etc., followed by another hexagon so they're not tessellated but must have an unused space behind the shelving until the next room. And where does the stairwell access; does it ascend and descend; how does it differ to leaving a room by the exit to the rooms above and below?
