Preemptive dispute
I should note, for completeness' sake, that I created this article with a {{dispute}} tag in it, because I can't back it all up with specific references (a lot of telecom info is not publicly documented) -- some of it is based on the general understanding picked up from what are primarily marketing sources. I marked it with the Dispute tag to encourage others who can confirm/deny my statements to do so, while providing reasonably good detail into a now-common but fairly undiscussed U.S. telecom practice.
