Is Spacewatch part of Spaceguard ?

I would guess no.

There are various Spaceguard organizations at the national level, but on a global level it may be more of a concept than an actual international organization.

There are various projects like LINEAR, LONEOS, NEAT and Spacewatch which are discovering the bulk of the new asteroids being found. I don't think they have any formal Spaceguard affiliation.
