I question the need for this article. I don't think the term is in common use, I've read most of the GNU philosophy essays and I didn't remember this category of software. Scilab
It seems that Scilab is a semi-free software, but it doesn't fit exactly to this definition: redistribution of unmodified versions for commercial use is authorized... --Amine Brikci N 09:05, 18 April 2007 (UTC)
