Indicators

The use of deaths per billion vehicle kilometers as an indicator is not the usual -worldwide- indicator, WHO (World Health Organization) publishes the data in relation to 100.000 persons see Global status report on road safety 2018.

Indeed Wikipedia states: "The standard measures used in assessing road safety interventions are fatalities and killed-or-seriously-injured (KSI) rates, usually expressed per billion (109) passenger kilometres. Countries using older road-safety paradigms[8] replace KSI rates with crash rates – for example, crashes per million vehicle-miles."
What do they mean by "road safety interventions"?
