The Paris Observatory is not run by the French Academy of Sciences. It actually has a status close to that of a public university. David.Monniaux 06:27, 14 Aug 2004 (UTC)
Leap second addition
According to BBC:
The Paris Observatory tells the world every six months whether to add or subtract a second from atomic clocks, the standard for everyday timekeeping.
