This is because the official scorer does not "decide" the identity of the winning, losing or saving pitcher. These stats are awarded on the basis of the game situation alone. The losing pitcher is the pitcher who puts the runner on base who (later) scores the game winning run for the opposing team. The winning pitcher is the pitcher of record at the time that the game winning run is scored. As to the pitcher who is awarded a save, the baseball rule book says the following:

Rule 10.20 credits a pitcher with a save when he meets all three of the following conditions: (1) He is the finishing pitcher in a game won by his club; and (2) He is not the winning pitcher; and (3) He qualifies under one of the following conditions: (a) He enters the game with a lead of no more than three runs and pitches for at least one inning; or (b) He enters the game, regardless of the count, with the potential tying run either on base, or at bat, or on deck (that is, the potential tying run is either already on base or is one of the first two batsmen he faces); or (c) He pitches effectively for at least three innings. No more than one save may be credited in each game.

The official scorer probably records these things, but he decides them no more than he decides if a baserunner advances.

The official scorer can determine if a pitcher pitches "effectively" enough to earn a save in 10.20.1.c. He also determines the winning pitcher in some cases (when a starter does not pitch enough innings or when a reliever who would normally get the win is ineffective). See rule 10.19 at http://mlb.mlb.com/NASApp/mlb/mlb/official_info/official_rules/official_scorer_10.jsp. In the vast majority of situations it's true that there's nothing for him to decide. And the text you deleted was incorrect. But it is also incorrect to say that he never has the authority to decide a winning pitcher or save situation.Kevin M Marshall 22:01, 5 October 2005 (UTC)

Expansion and re-write

After a couple days of research and work, I have significantly expanded this article. My goal is to eventually get this to GA-status. Finding sources for this subject was rather difficult, because it is not well-covered (though undeniably high-importance) even within MLB in the US. What little I was able to find for minor league and international baseball scorers is in the article. (two or three sentences maybe?) Regarding the official scorer's responsibility, I agree with much of the above old commentary that this should not be about baseball scoring in general, we have a seperate article for that. Rather, the focus should be (and is, I think) about the scoring decisions that are owned by the official scorer, and any background information which might be needed to better understand the judgment calls that have to be made by that man or woman in the press box. A comprehensive article about scorekeeping in general would be far longer than this. If it does not even remotely involve a decision by the official scorer, it probably should not be in the article. (examples might include such trivial information where no discretion is allowed like crediting a batter who safely reaches second base after a hit in the alley with a double, what to do when a runner overslides a bag, etc.) Aaron north (T/C) 09:55, 30 October 2010 (UTC)
