- Before the referendum known as Law 2539 in 1997, named Ioannis Kapodistrias that took the 441 municipalities and the 5,382 communities (then the localities of the municipalities) and merged them into the mostly recent 900 municipalities and 133 communities, can someone tell me where can I find links related with a list of the 441 municipalities and the 5,382 communities prior to 1997? jlog3000 (talk) 17:11, 18 January 2009 (UTC)
Division of Responsibilities
It's not really made clear in this article how municipal and commnunal responsibilities & competencies are divided. And, in fact, the general page on Greek subdivisions explicitly says that communities are purely advisory units, which if true really necessitates refocusing this article on the municipalities and removing mention of "municipalities and communities" together when you're focusing on actual legally responsible local authorities. Certainly, it make sense to mention that municipalities can be divided into communities for advisory purposes, but as the article is currently written, it makes it sound like the communities are on equal footing with the municipalities as it relates to powers & competencies, and that doesn't appear to be the case.
Also, spatially, it's probably worth a sentence or two of explanation the built-up difference between a "municipal community" and a "local community" since apparently, the Greek government saw the need to distinguish between the two. I'm guessing the former is probably a division of a main urban settlement like a neighborhood or quarter of a small town/city, and the latter is a seperate secondary built-up area that was probably once its own municipality before reorganization of local government?
