This sentence is bad

"She had researched the issues herself and, also through personal experience, realised that concerns were unfounded. All organizations that prevented her from competing had never actually done any research but had merely adopted a blanket ruling without question.[3]" Either: 1. This sentence is poorly written. 2. This sentence isn't written in the wikipedia voice and isn't neutral. 3. Some combination of 1 and 2 4. I'm imagining things.
