I don't see why a POV tag was added in section Manufacturing_Consent#Further_developments.

Fifth filter provides poor description

The description given of the fifth filter really doesn't explain its nature. Its been a long time since I read the book but a quick google of other sources confirms that in general this filter is about using a common enemy to marginalise dissent.
