Why the focus on individual liberty?
The introductory paragraph quotes a review of On Liberty, focusing on the individual’s freedom from state control. But Mill believed in utilitarianism, which seeks the greatest good for the greatest number. Columbia encyclopedia 5th Ed. says “at times Mill came close to socialism a theory repugnant to his predecessors… He constantly advocated, political and social reforms, such as proportional representation emancipation of women and the development of labor, organizations and farm cooperatives.” Therefore the focus on individual liberty really misrepresents the totality of his beliefs.
