Foster care placement.
The article says: "Foster care is intended to be a short term situation until a permanent placement can be made When it is deemed in the child's best interest. This is generally the first choice. Preferably by a family member who is a relative such as an aunt, uncle or grandparent. If no related family member is willing or able to adopt, the next preference is for the child to be adopted by the foster parents or by someone else involved in the child's life (such as a teacher or coach). This is to maintain continuity in the child's life. If neither above option are available, the child may be adopted by someone who is a stranger to the child."
User:74.75.235.20 says: the above is not true, foster care often deliberately tries not to allow the child to be adopted by a relative and often adoption by the relative is last case scenario, because the state worries that the child will remain linked to family it may have originally been separated from easier if they remain with a relative, therefore, strangers are OFTEN in many cases (depedent on the degree of the child's situation/abuse ect) are preferred OVER family members.

Proposed Edits
I would like to add a paragraph to the lead section of this article discussing the global phenomenon of poor retention rates of social workers.
I also would like to propose transferring the subsection of "U.S. Academic Opposition to Foster Care" to the "Foster care in the United States" page.
Additionally, I will be contributing to the "Therapeutic intervention" subsection by adding information on Multidimensional Treatment Foster Care.
I will also add all my supporting references.
I have concerns about the current final paragraph in the lead section that discusses negative outcomes of foster care. It is lacking a neural voice and citations.
I have concerns about the "Poverty and homelessness" section as the supporting sources are not that reputable and it is not written in a neutral tone.
