FBI most wanted fugitive by year

Was just curious why the the pages are set up with a specific organization from the 1970s - 2020s, but then it goes by individual years from the 1950 - 1969 and each of those pages are organized very loosely (excluding 1951 which uses the newer organization) with the 1960s and 1950s pages just linking to each year. Seems clunky. Was this done for a specific reason. I'm newer to Wikipedia editing so if anyone could explain how to nominate a change to the fugitive years template, it would be greatly appreciated.
