That's kind of like saying someone was the youngest 12 year old. Each rank has a particular set period of time at which you must remain before advancing to the next rank. Overachievers advance to the next rank all the way to Eagle status on their first day of eligibility all the time. Primary sourcing

Whoever is reviewing this article should note the high amount of primary / non-independent sources cited and judge if all the content included is encyclopedic. Not sure what you mean by primary sourcing. When something is huge, decentralized and diverse, you can't lump everything with a relation to it into a monolith.
