Inactive home rule-class city

What is meant by this term? And in Kentucky, is there a smaller descriptor than "city" for a populated locale with a census count of 26? -- Deborahjay (talk) 10:01, 4 December 2017 (UTC)Reply

An inactive city means a place with an inactive municipal government. All places in Kentucky with a municipal government is legally a "city".Aleknati (talk) 21:28, 24 December 2017 (UTC)Reply
