Metropolitan counties in England

Should these be included? I mean in none of these counties a city government is merged with a county government. The City of Manchester has a government separate from Greater Manchester.

Germany has independent cities, not consolidated city-counties

Nearly every larger city in Germany is a consolidated city-county, like Frankfurt, Stuttgart, Munich or Dresden

In the context of the definitions of this article, this is clearly incorrect. There are no nominal counties that would remain for Frankfurt, Stuttgart, etc. This is even reflected in the German name of these entities, which in most German states are called kreisfreie Städte, lit. “country-free cities.” —ThorstenNY (talk) 13:31, 8 February 2021 (UTC)Reply
