Ouch! This stub (barely) raises more questions than it answers. "The Clark Memorandum was officially released in 1930 by the Herbert Hoover administration. " What did it deal with? Who was Clark? Why is it important (if it is)? The article is an orphan.
Okay a quick google search shows:
- http://personal.atl.bellsouth.net/w/o/wol3/clarkjr2.htm J. Reuben Clark issued something called the "Clark Memorandum on the Monroe Doctrine". Is this what we're talking about?
- http://www.law2.byu.edu/Law_Society/publications/clark_memorandum.htm shows that there is also a magazine called the "Clark Memorandum".
