Background

When referencing the notion that the CIA's acts of sabotage upset the Republican-controlled Senate, I see a fallacy. The Democrats swept the Congressional elections in 1982, and I would find it hard to believe that a Republican Congress would be outraged with a Republican President. If that were a non-debatable fact, we would have been talking about the '86 Democratic Congress attempting to impeach Reagan. Impounding

An editor made an edit which was reverted, concerning "impoundment." Editors should be aware that impoundment has been around since Jefferson, though not used much until Franklin Roosevelt. Used a lot afterwards to derail projects the President disapproved of. In the continuing war between the two branches, this came to a head during the Nixon administration and the President lost this option for all time for all future presidents. Legislative Chronology Section
