Incorporation Date?

This site states 1867, but the National Assn of Counties (NACo) states 1872. Who is right? 76.102.31.185 (talk) 01:57, 22 March 2008 (UTC)

It was common in many different states nationwide for the legislature to establish a county a long time (sometimes more than five years) before it was organized: AFAIK, effectively, the legislature would say "a county will be established with such-and-such boundaries" but not pronounce a date for the county to be organized.
