- Presumably this was Garfield's scheme to build hospitals and provide medical insurance to deal with industrial injuries of workers. I'm not sure it is appropriate to describe this as revolutionary. Examples of such schemes can be found during the era of canal construction in England, where numnerous injuries and deaths were always expected. Also on 19th century American railroad construction and operation. Both examples predate the 1930s by a long way. See railway surgery for some details on both railways and canals.
