I, mathman1550, assert that the use of this image in the article Harry Potter Trading Card Game on Wikipedia falls under fair use because:

1. The image is used to illustrate the game, to inform, and to comment on the game.
2. The reproduction of the image here in no way infringes on the ability of the copyright holder (Wizards of the Coast), nor the retailers who deal directly with consumers, to sell the physical cards profit from the game.
3. The image is a scan of a portion of a card from a starter set. This card was designed to promote the game, and is not used in game play.
