Source: this website. It is believed that the copyright holder is the Israeli government. Because the status of their images is not known, we're claiming fair use. I wrote to the Israel Defense Forces to enquire about the image, as they have reportedly released at least one other Abu Nidal image, but they did not respond.

Rationale for use in Abu Nidal

• No free licence version is available, and there is no way to obtain one.
• We have no reason to believe the copyright holder would object.
• The image is iconic and widely available.
• It has no monetary value that would be affected by our use of it.
• It is being used to illustrate an article about the subject.
• It significantly enhances the readers' appreciation of the subject and the article would be the poorer without it.
