Originally a phrase used in Monty Python TV episode;

Trouble at Mill has been a phrase picked up in modern comedy television with references in Downton Abbey (Cora utters the phrase in relation to problems the servants are having in the final season);

The phrase is also used in Wallace and Grommit 'A Matter of Loaf and Death'
