Even if one could consider a place with a population of 240 people a "town", the Settlement Hierarchy sections of the Galway County Development Plan clearly describe Spiddal as one of several "Small Growth Villages". Alongside places twice the size - like Glenamaddy and Kinvara. And below the "Small Growth Towns" (10 times the size) like Clifden. On no planet (and in no references) is Spiddal a "town".
