A PICOP takes a section of railway under a possession from the signaller/s, which is entirely seperate to a COSS. The worksite is then taken from the PICOP to allow the COSS to work. A COSS can also work entirely seperate from a possession, instead speaking directly with the signaller to take their line block if necessary.
