He received his B.S. in business administration from the [[American University]], an Advanced Management Program (AMP) from the [[Wharton School of the University of Pennsylvania]] and a Master of Public Administration (MPA) from [[Harvard Kennedy School|Harvard University]].

== Career ==

He served as Secretary of State for Economy and Finance and a Secretary General of the Council for the Development of Cambodia (CDC) from 1994 to 1997.<ref name=":0" /> He was President of SC Investment Co., Ltd and served as the Economic and Finance Advisor to the President of the [[National Assembly (Cambodia)|National Assembly]] from 1999 to 2003.<ref name=":0" />
