==Background==
Born in the [[Eaton, Manitowoc County, Wisconsin|Town of Eaton]], [[Manitowoc County, Wisconsin]], Miller received his bachelor's degree from [[Marquette University]], in 1938, and his [[Juris Doctor]] degree from [[Marquette University Law School]] in 1940.
