These vehicles look very similar to a British Rail wagon called a Cartic 4, which was an articulated double decker. == Platform vs Rack ==
The description of the picture was correct (re: 25Mar 2011 edit). The platform consists of the yellow bar and everything below it (the wheels, axles, bogies, and all the bits to keep it on the tracks), while the racks themselves are the red/silver parts which sit upon the platform. This allows, as in this picture, a rack owned by one company to ride on a platform owned by another. :Where is the copyright violation?  The article text here is way longer than the article at the link you cited.  If you look at the history for this article, I created it in 2004, nine years before the date shown on the link you cited.  I was not able to find any sentences that were duplicated on both as they stand right now. :Okay, I see one paragraph in the Vert-A-Pac section that uses the same text.  When was it added?  According to [https://en.wikipedia.org/w/index.php?title=Autorack&oldid=362203761 this diff], it was in the Wikipedia article by 2010, still three years before the Railway Age article.
