The background for the controversy was a published plan by the [[Norwegian Water Resources and Energy Directorate]] (NVE) that called for the construction of a dam and hydroelectric power plant that would create an artificial lake and inundate the [[Sámi people|Sámi]] village of [[Masi, Norway|Máze]]. After the initial plan met political resistance, a less ambitious project was proposed that would cause less displacement of Sámi residents and less disruption for [[reindeer]] migration and wild [[salmon]] fishing.&lt;br /&gt;

In the fall of 1979, as construction was ready to start, protesters performed two acts of [[civil disobedience]]: at the construction site itself at Stilla, activists sat down on the ground and blocked the machines, and at the same time, Sámi activists began a [[hunger strike]] outside the [[Stortinget|Norwegian parliament]].&lt;br /&gt;

The prime minister at the time, [[Odvar Nordli]], pre-empted such an escalation by promising a review of the parliament&#039;s decision, but the Norwegian parliament subsequently confirmed its decision to dam the river. More than one thousand protesters chained themselves to the site when the work started again in January 1981. The police responded with large forces; at one point 10% of all Norwegian police officers were stationed in Alta (during which time they were quartered in a cruise ship). The protesters were forcibly removed by police.&lt;br /&gt;

For the first time since World War II, Norwegians were arrested and charged with violating laws against rioting. The central organizations for the Sámi people discontinued all cooperation with the Norwegian government. Two Sámi women even travelled to Rome to petition the Pope.&lt;br /&gt;

The Supreme Court ruled in favor of the government in early 1982, at which point organized opposition to the power plant ceased, and construction of the [[Alta Hydroelectric Power Station]] was completed by 1987.&lt;br /&gt;

As the first serious political upheaval since the [[1972 Norwegian EC referendum|debate about Norwegian EC membership]] in 1972, the Alta controversy was important in several ways:&lt;br /&gt;
* It put the rights of the Sámi as an indigenous people with distinct rights over the lands in Northern Norway, onto the national political agenda. This process reached a key milestone in 2005, when the [[Finnmark Act]] was passed. It is considered that though the Sámi lost the battle over this particular issue, they made important long-term gains.&lt;br /&gt;
* It unified formerly disparate environmental groups with respect to a common cause.&lt;br /&gt;
* Revived Sámi interest in their culture and rolled back efforts of the Norwegian government&#039;s &#039;&#039;[[Norwegianization]]&#039;&#039; policy.&lt;br /&gt;

The [[NGO]] organised the opposition against the construction in the Alta controversy, and had at the most 20,000 members. Of these, 10,000 actively participated in demonstrations, including the Stilla March. The organisation functioned as a cooperation between [[environmentalism|environmentalists]] and [[Sámi people|Sámi]] activists, and not only succeeded in putting focus on environmental issues but also on Sámi rights.&lt;br /&gt;

:That is a good question. Regarding the Cold War era, the current version of the article feels like it’s based on Finnish schoolbooks from the 1980s, heavily stressing Finland’s neutrality and western orientation. Both of those were indeed set as goals, but only partially made a reality. – However, it is very hard to give a concise, unbiased account of Finlandization, and extremely difficult to write one so that it gives the right idea to “outsiders”. On one hand, Finland remained a Nordic-type market economy through the whole era and never lost its western-type democratic state apparatus, and after 1956 there were no Soviet troops stationed on Finnish soil. On the other hand, Finland had to sign the 1948 treaty with the USSR. The explicit content of the treaty, to my limited knowledge, was a lot milder than that of the similar treaties signed between the USSR and the Warsaw Pact countries. However, the symbolic significance of the treaty was enormous, and it did include at least one point that threatened Finland with the possibility of a preemptive Soviet occupation under certain circumstances. As a result of the pact, as well as of the USSR’s ability to exercise economical and diplomatical pressure on Finland, not to mention various strong personal-level political ties between the two countries over the decades, Finland was unable to lead a completely independent foreign policy. Its domestic policy was somewhat affected as well, although the degree of this can be debated. As an extreme simplification: anti-Soviet views never became illegal in Finland, but depending on the context and the decade, voicing them could severely harm an individual’s career opportunities. – Considering all of this, I think the 1948 treaty should be mentioned in the history section as an after-WW-II landmark, not merely in passing as a part of the changes triggered by the dissolution of the USSR. Likewise, the concept of Finlandization/Finlandisation should be introduced in the history section, not just mentioned in passing under contemporary Finland–Russia relations. Perhaps the most neutral timeline point of introducing the idea would be in connection with the 1958 “[[Night Frost Crisis]]”, even though the term spread into wide usage a decade later or so. Also in general, the Finnish &#039;&#039;de facto&#039;&#039; dependence of the USSR between 1944 and 1991 should be moderately stressed. – However, considering the unique and complicated nature of the Finno–Soviet relations, it could make sense to omit analyzing these problems here, and instead just link to the relevant articles. – [[User:Jippe|Jippe]] ([[User talk:Jippe|talk]]) 13:08, 18 April 2020 (UTC)&lt;br /&gt;
