2020 - Make Debian's printing stack minimal by default

I propose to shrink Debian's default printing-related installation to its minimally viable set, targetted at desktops and recent printers. In other words:
- By default, a desktop Debian should have:
a socket-activated CUPS, hence no CUPS webinterface;
- no specific drivers installed;
- cups-browsed installed and running.
- printing towards driverless printers on ones' network "just works".
