Update the Debian History documentation with the name of the new DPL (project-history.en.dbk).
Ask to join the debian-dpl project on Salsa.
Join the #debian-dpl channel on OFTC.
Ask the #debian-irc channel on OFTC to update the access list for the #debian-dpl channel on OFTC.
