Summary: port a variable part of Launchpad for Debian use by forking it (probably), removing irrelevant parts and integrating it with existing tools like the BTS

Description: Launchpad has been mostly open-sourced now. Some parts of Launchpad are very nice and would handily replace some hackish parts of the Debian infrastructure. Of course, some parts of Debian are still more powerful than Launchpad, such as the BTS in certain aspects.
This is mostly a pie in the sky idea and quite some research is needed to evaluate the exact feasibility and extent of this project.
