Apology

Being new to this and not having fully assimilated all the policies and guidlines, I did not realise the etiquette for adding Edit Summaries. I have expanded upon the changed position of the Solicitor General following the creation of the Scottish Parliament. In addition I have expanded the role of the SG in the prosecution of crime in Scotland.
