Hello, and welcome to Wikipedia. Normally, you can use images in the bad image list outside Wikipedia. The bad image list only exists to protect Wikipedia from vandalism that uses those images. However, the image you are referring to is suspected to be copyrighted. I am not a lawyer, so I cannot tell you whether your described purpose would fall under fair use. If you want to be safe, you need to contact the creator (suspected to be A. Wyatt Man) to get permission to use the image in your magazine, or look for a similar image under a free licence.
